What do you think about us being in Libya?

i have herd some ppl say that obama could be impeach because he didn't go to the congress for a vote before. any leader cannot go to war with another country congress must have a vote and if they vote yes we go to war its only then we can go to war . and i know that bush didn't go to congress either so what do you think about this
