He confuses me alot.. boy help!!!?

if u liked a girl and you texted for like 2 months and hung out a couple of times... not dating yet.. but how far would u go physically... honestly though like realistically.. and if he needed a break because his life was busy and he needed a break.. and he told her move on dont wait.. but she didnt and she did wait and now he texts her a couple days ago hey sup cutie blah blah the usual i miss u.. and they hung yesterday and he wants physical stuff again like why is he acting like that. wouldnt he want a solid relationship first..? idk.. and if she texted him how she feels like are u using me.. because he told her i like u like 6 times yesterday... and what should she do? thanks
