Can my local government add something to my property (i.e. gas line cap)?

I recently came home to find that the garden in front of my house has been ripped up and a natural gas line cap has been placed there. I did not give anyone permission to do this. Before I begin speaking to a lawyer I wanted to know my rights. Does anyone know anyone know about property laws in upstate New York?
