Why did the Democrats Claim " Bush Trickle Down Economics" -> Only to push "Wealth ReDistribution"?

President Bush gave those of who mattered two tax cuts. Honestly, I never needed either one of the tax cuts, still don't, but our president Bush and GOP controlled house and senate wanted to give them to me, not sure why.
